How can Lucas Neill transfer to Everton outside of the transfer window?

He was just signed up , but i thought that had to be done by august 31st
i thought it applied to free transfers too. does that mean Chelsea can get free agents regardless of their transfer ban?

with regards to chelsea’s ban, they can’t register any new player within the next 2 transfer windows.. meaning to say, they can’t register players at all… so no free agent for them as well..
